Is it necessary to apply pressure on the eye as part of practice in order to get the benefits of an "activated" subtle eye such as psychic perception? Or will those benefits come anyway so long as the other aspects of practice are maintained, particularly the breath of fire. And, so is it something like forcing kundalini up, as the locks are applied during practice?

It is not necessary but the process of putting pressure on the eyes with the fingers is an old process from India. In fact it is mentioned as bhramari mudra.
The other aspects of the practice are also needed just as in a recipe many ingredients are needed in varying proportions.
It depends on the stage of practice of the student. For some it is an urgent thing and for others it is not even used.

The rule in yoga is to use whatever accelerates your practice but that depends on the stage you are at. What is important at one stage may have no value at another. It varies.
